“Now these decisions are at the stage of technical development and could be further consolidated at the regulatory level or by further changes in the law,” the Federation Council member concluded.

This week, the State Duma adopted in its first reading a package of measures aimed at combating online and telephone fraud. Among the 20 initiatives are the introduction of a mechanism for uniform registration of IMEI numbers for all mobile devices, children's SIM cards, limiting the number of bank cards and blocking calls from foreign numbers.

Previously in Russia, they wanted to introduce built-in parental control on smartphones.
