Minzifra has developed a draft concept for the development of relationships in the field of artificial intelligence technology (AI) until 2030. Mintifres clarified that the project was developed with the AI Union, merging large companies that were interested in the development of these technologies. Currently, the document has undergone a discussion and consulting expert with representatives of the industry and industries to actively introduce and technology. After that, he will target interdisciplinary coordination.
Representatives of the Ministry of Economic Development and the Ministry of Industry and Trade noted that the draft concept did not officially enter their parts. The Ministry of Industry and Trade emphasizes the need to develop comprehensive regulations in the field of AI, taking into account ethical, legal and social rules, as well as based on the list of priority areas of the economy. The Ministry expressed their readiness to actively participate in the development of those legislative initiatives.
The AI Union believes that favorable conditions for the safety development of AI technologies in Russia can only be developed closely with the industry, taking into account practical experience and long -term strategic views.
According to this concept, in AI's issues, Russia complies with a hybrid approach. This implies the main nature of stimulating the legal acts, supplemented by the point and self -regulation limitations and mechanisms. An example is the law on legal experimental regimes in the field of digital innovation (EPR) approved by 2020, allowing legal exceptions to check new technologies.
Future provisions, according to the concept, should be based on human orientation approaches, the power of technology lawyers, the principle of technology sovereignty, respect for the autonomy and freedom of human will, prohibit human harm and prevent humanization (humanization) of technology.
