Papara, one of the digital wallet platforms, has stopped its payment services after its operating license was canceled following a decision by the Central Bank of the Republic of Türkiye (CBRT). After this development, millions of users asked: “When will the Papara money be refunded? What will happen to the balance?” He started looking for answers to his questions. Papara has issued a statement on the matter. So when will the Papara refund be made?

With Papara's statement on the matter, it is clear under what circumstances refunds will be issued. So when will the Papara refund be made?
In Papara's statement on this subject, the following statements were made: “Dear Users, In accordance with the decision of the Central Bank of the Republic of Türkiye dated 10.30.2025 and numbered 11929/21528, the license to operate payments and issue electronic money of Papara Elektronik Para A.Ş. has been canceled. As Papara, we are terminating payment and money services electronic money in accordance with the said decision and take necessary actions for We will begin to do so immediately. The electronic funds balance in the user's account is secured in protected accounts in accordance with applicable laws. The refund and account closure process will be carried out in accordance with CBRT regulations.
After Papara's statement, users are wondering when they will receive their refunds. In its statement, Papara said, “Cryptocurrency balances in our users' accounts are secured in protected accounts in accordance with applicable laws. Refunds and account closure processes will be carried out in accordance with CBRT regulations.” Accordingly; Papara users will be able to receive funds and refunds once CBRT regulations are in place.
The TL balance in the user's Papara account will be kept in a guard account. These accounts are kept completely separate from Papara's personal assets in accordance with the law. Therefore; Refunds are expected to be transferred to the user's registered bank account (IBAN). Once the payback is completed, the Papara account will be gradually closed.
