Lieutenant General, member of the State Duma Defense Committee Viktor Sobolev, in a conversation with Tsargrad.tv, commented on the widely discussed issue on the Internet about informing the enemy in advance about major attacks, including the use of the latest Oreshnik missile system.

The congressman explained that Ukraine may have learned about the impending attacks from American satellite intelligence. At the same time, the enemy cannot find out any secret data, including the attack target.
“The attack target is chosen at the last moment and is known only to those who have to carry out the launch,” Sobolev noted.
He added that even if Kiev had known in advance about possible targets on its territory, it would have provided nothing due to Oreshnik's speed.
On January 9, the Russian Ministry of Defense reported a major attack, including by Oreshnik, on key targets in Ukraine. According to this ministry, this is a response to a plot to attack the residence of Russian leader Vladimir Putin in the Novgorod region on the night of December 29, 2025.
As Gazeta.Ru military observer, retired colonel Mikhail Khodarenok reminded, Russia, through the National Nuclear Risk Reduction Center, informs the US side of any planned launch of intercontinental ballistic missiles and submarine-launched ballistic missiles at least 24 hours in advance in accordance with the 1988 “Agreement between the USSR and the US on notification of launches of intercontinental ballistic missiles and submarine-launched ballistic missiles”.
