Penalties have increased in civil aviation. 24 thousand lira for cigarettes, 164 thousand lira for laser

The rate of reassessment of administrative fines for violations in the civil aviation sector in 2026 is 25.49. In the new year, those who smoke on planes will be fined 24 thousand liras, those who shine laser beams at the plane will be fined 164 thousand liras. There is also a fine of 164 thousand liras for pilots who intentionally endanger flight safety.

Notice of the General Department of Civil Aviation (SHGM) on the level of penalties for violations in the field of civil aviation in 2026 has been published in the Official Gazette.

 

The rate of reassessment of penalties that will take effect from January 1, 2026 is determined to be 25.49%. Accordingly, a number of administrative penalties are applied to those who commit acts contrary to Articles 143 and 144 of Turkish Civil Aviation Law No. 2920 as follows:

 

– (For pilots) Intentionally causing unsafe flight: 164 thousand 613 TL

 

– (For pilots) Flying without obtaining a flight permit or filling out a flight plan: 164 thousand 613 TL

 

– (For pilots or individuals using drones) Failure to comply with flight license requirements or flying in prohibited areas: 98 thousand 762 lira

 

FINE 24 THOUSAND 681 TL FOR SMOKING ON THE AIRplane

 

– (Passenger) Use of smoke-generating devices and products (Cigarettes) on board: 24 thousand 681 TL

 

– (Passenger) Not turning off electronic devices despite being warned on the plane, not sitting down, not wearing seat belts, not closing the overhead compartment, continuing to argue with other passengers and flight attendants, preventing flight attendants from performing their duties, insulting, not following instructions: 24 thousand 681 TL

 

– Cheating in theoretical exams organized by the general department: 24 thousand 681 TL

 

PENALTY OF 164 THOUSAND TL FOR THOSE WHO WERE LASER HIT ON PLANE

 

– Irregular use of airport pass: 16 thousand 460 TL

 

– Pointing a laser beam at an aircraft, obstructing aircraft communications or committing similar violations causing flight safety: 164 thousand 613 TL

 

– Preventing being scanned or searched manually despite being warned at security checkpoints, preventing security staff from performing their duties: 32 thousand 911 TL

 

– Illegally entering an area with security restrictions or helping unauthorized people enter: 32 thousand 911 TL.
