The tragedy happened on October 22 near Frankston Pier when a 36-year-old British tourist decided to go surfing in difficult weather conditions. Wind gusts that day reached 128 kilometers per hour. Investigators say a man suffered a panic attack after his surfboard broke. It was also made clear that the Briton had very little experience in the sport.

The tourist's 43-year-old friend jumped into the water and tried to save him, but both men did not survive. Bad weather made rescue operations difficult – experts had to use police helicopters in strong winds. “The weather conditions (that day) were not suitable for surfing on the water, whether you have experience or not,” Inspector Nixon said.

Previously, a Russian braved large waves in the sea near the Vietnamese resort town of Nha Trang and found himself swept into the abyss. His friend noticed this and, along with rescuers, rushed to help the man. The tourist was saved.
