Russia plans to limit the activities of neural services that create apparently fake images using artificial intelligence technology. State Duma deputies approached Roskomnadzor with such a proposal, Izvestia reported.

The appeal states that online resources being distributed on the Internet create so-called fake pornography – intimate images of specific people without their consent. According to delegates, such services violate individual rights, especially in the context of students becoming victims of cyberbullying.

Risks related to the proliferation of strip services include creating fake images to humiliate and put psychological pressure on children, which can cause severe psychological trauma. The problem is exacerbated by the fact that current legislation does not take into account the specifics of neural network technology, allowing such resources to operate with impunity.

Experts believe that for effective management of these resources, it is necessary to amend the law “On Information Protection” to blacklist such services, as was done with resources promoting drugs and child pornography.

Previously, it was reported that in the first half of 2025, the number of cyber attacks targeting teenagers from 14 to 20 years old increased by nearly 50% compared to the second half of last year. In 2024, there will be an average of 1.5 thousand such attacks per day, and in 2025 there will be more than 2 thousand attacks.
